RESEARCH LIBRARIAN
CONTRIBUTING TO THE CMPA
Privacy and Records Management is a department within the Research and Analytics group at the CMPA.
The Privacy Office takes an integrated approach to privacy by operationalizing privacy education, principles, and practices throughout our organization. It is responsible for the management of personal information, responding to requests, conducting investigations, and ensuring the application of legislative requirements.
The Records and Information Management activity ensures the right business information is captured, controlled, and disposed of when meeting retention periods. The department also includes the Library and Archives which provides access to published and unpublished materials, research services, and educational outreach to improve organizational information literacy.
POSITION OVERVIEW
The Research Librarian is accountable for the delivery of dynamic information and research services that support the CMPA by facilitating evidence-informed decision-making. Reporting to the Manager, Privacy and Records Management, the Research Librarian is a subject matter expert who organizes, coordinates, and administers overall library services within the CMPA. This includes maintaining the library collection, providing comprehensive reference and research services, and overseeing library administration.
The Research Librarian is accountable for ensuring information literacy within the Association by using a variety of channels to deliver training. The incumbent leads the development of training and communication material for employees with the purpose of promoting Library reference and research services and interlibrary loans.
As a knowledge-based organization, the Research Librarian connects the CMPA with the evidence needed for research and education. The Research Librarian also acts as an essential resource for the Safe Medical Care Research team, conducting literature searches and leading the development of search strategies of both published and grey literature to enable the conduct of high-quality systematic and scoping reviews.
POSITION ACTIVITIES
Library and Research Services
- Leads the activity of a small special library with unique collection and reference needs.
- Provides comprehensive reference and research services, which includes providing methodological expertise and support for systematic, scoping, and rapid reviews.
- Conducts information requirements analysis and facilitates future content use discussions.
- Assists clients in identifying and refining their research questions.
- Works as an integral part of a multi-disciplinary team to support a variety of safe medical care research activities by:
- Conducting literature searches to support the development and refinement of research questions, and;
- Leading the development of complex search strategies of published and grey literature for systematic and scoping reviews
- Manages library vendor contracts by conducting comparative market scans, managing content acquisition negotiations and contracting, and adhering to scheduled renewal periods.
- Oversees and coordinates a copyright compliance program, including protocols, copyright tracking and permissions monitoring.
- Provides advice to clients on scholarly communication matters, such as predatory journals, copyright and publishing.
- Delegates library administrative tasks to the Library and Records Management Assistant and oversees the document delivery program.
Training and Awareness
- Delivers routine information literacy training and ad hoc training and/or coaching to employees.
- Promotes library reference and research services, and interlibrary loans.
- Oversees the development and maintenance of training material, user guides, and quick reference material.
- Develops guidance for the use of citations and reference management software, such as Mendeley and EndNote.
- Stays firmly connected to business units to maintain knowledge of upcoming projects (i.e: new research, authoring or training development).
Planning and Reporting
- Develops and delivers library policy and procedures.
- Provides workload forecasts based on operational activities and upcoming projects, including budgeting and resource estimates and deliver quarterly and year-end reporting on library activity.
- Supports manager with corporate proposals and reports, as necessary.
- Develops, coordinates and communicates work plans including updates, timelines with end users, and their colleagues on their deliverables.
EDUCATION AND EXPERIENCE
- An ALA-accredited Master of Library and Information Science degree or equivalent
- A minimum of 5-7 years of experience working as a Librarian in a research environment (Health library experience preferred)
- Experience with contracting databases, news aggregation services, e-journal packages, and e-books
- Experience developing search strategies for systematic reviews
- Relevant experience with databases, information sources, citation management software, and critical appraisal tools and techniques.
- A thorough understanding of the Canadian legal and legislative system including applicable Copyright Legislation.
- Knowledge of reporting guidelines and/or standards such as PRISMA, PRESS, Cochrane, etc.
- Proficient with Microsoft Office Suite, document management tools, and interlibrary loan systems
- Possess a strong network of professional contacts in the field of Library Sciences and/or Information Management.
- Demonstrated experience managing projects independently.
- Experience developing and facilitating training sessions.

- Effective time management and organizational skills with the ability to handle multiple competing priorities, meet deadlines, and perform efficiently.
- Ability to be sensitive to confidentiality and proprietary information.
- Effective communication skills with the ability to create and deliver presentations to all levels of employees.
- Ability to work independently and in a team environment.
- Self-motivated with the ability to prioritize multiple tasks within a collaborative environment.
- Interest and ability to stay current in field through professional development opportunities (ex, conference attendance).
- Bilingualism (English/French) is an asset.
POSTING DETAILS
- Job type: Full-time regular
- Salary range: $81,952 to $114,733 – this role is classified as Level 9
- Location: Ottawa Ontario, working fully remotely until further notice. Post pandemic this job will be Hybrid/Primary Remote and working the majority of time, on average 3-4 days from home-based office with regular on-site presence at the CMPA office located in Ottawa, Ontario
