Manager of Cultural Services
The Bradford West Gwillimbury Public Library is a community-focused, single branch Library serving a diverse population of 42,800. The community includes urban and rural areas with most of the population centered in town, which is on the edge of the GTA and adjacent to the Holland Marsh. Easily accessible from Highways 400, 27 and 11, Bradford is a growing community with an increasing demand for library services.
The Library has an opening for a full-time Manager of Cultural Services. Reporting to the Chief Executive Officer, this position is responsible for supervising and overseeing the day-to-day operations of the Cultural Centre. This position works directly with the Chief Executive Officer to advance the Strategic Priorities of the Library as it relates to building a healthy and culturally vibrant community. Specific responsibilities include but are not limited to:
- Collaborating with the Municipality on Cultural initiatives, championing the development and implementation of effective strategies to create a culture for diversity, equity and inclusion in the Library and community;
- Supporting the CEO in strategically leading the development, implementation, and evaluation of proactive diversity, equity, inclusion and accessibility strategies across the organization and community;
- Utilizing change management skills, and the ability to generate, implement and evaluate new ideas, the role will be developing business plans and programs to create a true sense of belonging to employees, customers, and the community as a whole;
- Fostering collaborative approaches through outreach with local cultural agencies, you will develop initiatives to support the community and the Library;
- Cultivate a cultural profile for the Library through art and culture displays, connecting the community to the rich community culture of Bradford West Gwillimbury;
- Strengthen the Local History department of the Library to generate interest within the community;
- Candidates must be able to promote a culture of inclusiveness and work with a diverse population of employees and communities.
This position is currently open. Shifts and hours will vary and may include evenings and weekends. This position offers a salary starting at $72,912 based on a 35 hours per week plus a competitive benefit package including OMERS pension plan.
Qualifications:
- Preferred candidates will have a master’s degree in Cultural Studies or related field, or a combination of relevant education and experience.
- Preference given to candidates with a minimum of 5 years of related experience in arts and cultural services industry, with a focus on Diversity Equity Inclusion.
- Demonstrated knowledge of the delivery of arts and culture services, the management of events, volunteer services, strategic planning, staff supervision, customer service and budget planning and control.
- Advanced understanding of business planning, marketing strategies, principles and trends within the arts and culture industry.
- Excellent interpersonal and communication skills to foster cooperative working relationships and maintaining diplomacy and integrity.

POSITION DESCRIPTION

POSITION SUMMARY
Under the guidance of the Chief Executive Officer, the Manager of Cultural Services is responsible for supervising and overseeing the day-to-day operations of the Cultural Centre. This position works with the Chief Executive Officer to determine the Cultural Centre’s priorities and embraces, values, and capitalizes on the rich diversity of the BWG community as a source of strength, innovation, and creativity; oversees the operation of the Cultural Centre; ensures Library and Cultural Centre patrons have optimal experience accessing cultural services; manages and oversees the acquisitions and loans of cultural artifacts to be included in the Cultural Centre or Local History Collection and contributes to building a healthy and culturally vibrant community. This position is part of the Senior Management Team of the Library.
DUTIES AND RESPONSIBILITIES
- Efficiently manages the operations of the Cultural Centre under guidance from the Chief Executive Officer and in accordance with adopted policies, business plan and Library Objectives/mandates
- Ensure CEO is apprised of pertinent issues; maintain close liaison with relevant statutory authorities, and clients as appropriate and ensure client and community inquiries on program activities are satisfactorily managed
- Build networks and foster relationships with the Bradford West Gwillimbury Community, Cultural Service Providers, user groups, community organizations, and the general public to actively promote cultural assets and attract events/programs to the Cultural Centre
- Work with the Chief Executive Officer to develop service standards, policies, procedures and long-term/short-term business plans for the Cultural Centre
- Recommends policies based on legislation
- Prepares grant application and seeks out funding to assist in cultural service delivery
- Monitors grant budget expenditures
- Responsible for developing cultural displays that are representative of the BWG Community
- Participates, as required, in meetings with individuals, groups, outside agencies and institutional partners to promote the Cultural Centre, undertakes joint activities and address inter-agency/institutional problems to ensure the delivery of regular cultural services and special programs
- Oversees the local history collection, including procuring and displaying artifacts
- Assists in the strategic planning, development, and implementation of overall initiatives to achieve strategic goals for the Cultural Centre
- Create daily staff schedules for the Cultural Centre in order to plan workflow, determine daily priorities and maintain an effective rotation of duties to ensure maximum productivity
- Supervises, trains, and develops staff in the Cultural Centre, ensuring the adherence to the appropriate Health and Safety practices and all Library/Cultural Centre policies and procedures
- Maintain a calm professional manner in difficult situations and applies effective communication techniques.
- Maintain confidentiality under the Municipal Freedom of Information and Protection of Privacy Act and other related and applicable legislation;
- Support mission, vision and values of Bradford West Gwillimbury Public Library;
- Keep abreast of technical, regulatory, community and management developments relevant to Library and Cultural service; participates in professional forums that advance Library and Cultural services;
- Supports a full range of program delivery including Town of BWG events, Library events, service agreements with partner agencies and other corporate partnerships
- Provides general support to the Library Director/CEO such as writing of reports, evaluation of services, general research and special projects
- Complies with all Occupational Health and Safety Act and Regulations, and the Corporate Health & Safety Policy and related procedures.

QUALIFICATIONS
- Masters Degree in Cultural Studies or related field or a combination of relevant education and experience
- Minimum 5 years of related experience in arts and cultural services industry, with 3-5 years experience in a managerial role
- Advanced knowledge of the delivery of arts and culture services, the management of events, volunteer services, strategic planning, staff supervision, customer service and budget planning and control.
- Advanced understanding of business planning, marketing strategies, principles and trends within the arts and culture industry.
- Knowledge of federal and provincial legislation, policy and programs related to arts and culture
- Excellent customer service skills and the ability to effectively lead in a customer service environment;
- Strong collaborative skills with an ability to work in partnership with internal and external stakeholders
- High level of proficiency with computer programs in a Windows environment and Microsoft Office programs;
- Excellent interpersonal, written and verbal communication skills;
- Creative thinking and problem solving skills;
- Strong organizational skills with the ability to balance priorities and meet deadlines;
- Ability to maintain cooperative and courteous relationships with staff, library users and members of various organizations and businesses.
- Ability to manage complex projects and timelines
- Ability to regularly work days, evenings, and weekends.
- Excellent interpersonal skills. Ability to deal courteously and effectively with all levels of staff, government, the general public, developers, contractors, consultants, builders, community groups, etc.
- Valid Class G Driver’s License in good standing and a reliable vehicle to use on corporate business.
